I think this will become an auto-include in all rogue decks since Rogue has well-statted minions that can generate cards. The trade-off is minimal at best.

well the cutlass requires constant support through the whole game, whereas this card only needs 4 burgles and you are good for the whole game. and the immune while attacking part makes up for the lack of lifesteal. I really don't see how the cutlass is better, unless you are hitting face, then the lifesteal is not that big an upside when compared to the immunity you get from the quest reward.
Lifesteal is good as it actually cancels out damage you received from opponent rather than just allow you to trade... Sure Cutlass doesn't go into aggressive or tempo decks but rather into slower decks...

that is the whole point, the cutlass is slow, and rogue is not a slow class. this is a lot faster, you can reliably have this by turn 4-6, and you do not need any support for it after you have triggered it. this quest slots a lot better into tempo decks, and that is a big plus. Frankly, I don't think we will see any cutlass at all after this quest goes live.

Not all... Tess Greymane Rogue would still use Spectral Cutlass instead
This is good for SMOrcy thief rogue, if you struggle to survive on the other hand Spectral Cutlass is better
