deny, but in smaller scale, what people wanted to nerf deny into. could be good depends on meta.
Deny can stop skills -- that's a very important difference.
On one hand, there are a LOT of cheap spells that never get Denied because of the mana disadvantage. But on the other hand, if you really need to Deny a cheap spell, you're going to do it anyway.
Nopeify! still spends a card and takes up a slot in your deck, no matter how cheap it is. That slot is probably better spent on something that costs only slightly more mana and is much, much more broadly useful.
Then again, if this is in my hand when my opponent plays Single Combat or Make it Rain or Unspeakable Horror, I'm probably very happy. And those spells get played a LOT. Not to mention the slow, cheap healing spells just added to Targon.
I guess I have to give this 3 stars for now because it's really hard to judge until I can try it.
I can't ever imagine running this AND Deny -- that would be excessive. I also can't imagine running this and NOT Deny -- you'd pay 2 extra mana to ensure protection against Warmother's Call, Vengeance, etc. So maybe like a 2x Deny + 1× Nopeify!, but honestly I'm just not seeing the point.
This should have been burst to see play.

Huh? You still can. Playing a fast spell in response to a slow one doesn't use up your priority
