Seems too overcosted, doesn't actually gives value itself will be blocked and killed for free for some elusive damage, if the mumblesprite didn't die after attacking it would be worthwhile.
... How good is Ionia Sea Monsters?

Not very good, and this won't help.
For just one more mana, you can play an actual sea monster instead of taking up two board slots with a 0/3 and an ephemeral, both of which are going to die immediately.
If you want an Elusive sea monster, use Fae Guide.
