I like the idea, but I feel like at 3 mana you won't be able to slot this in when you need it, and getting it to 1 mana once again might just be too awkward. A lot of the issue I see with reputation is the fact that these cards seem good when the requirement is met, and utterly unusable when it isn't met.
Without reputation this card is terrible and with reputation it might be very good in fringe decks but i have no idea if these fringe decks will be good at activating reputation... it's like a Three Sisters in extremely clunky and I don't see why riot gave noxus so many niche cards that hardly will find more than 1 home...
