As anyone who played or fought against Sivir can attest. Giving all allies quick attack can be pretty nuts, but the fact that your allies need to have the same amount of power or less than this card means that you have to pre-commit a buff spell, a move than you can be easily punished for.
I think the better option would be to run him along side support units.
2/5. Quick Attack is at its best when paired with high-attack units. The fact that this guy only buffs low-attack units with Quick Attack seriously undermines his utility.
