Blizzard have halved the XP gained from PVE for the Rewards Track. Before the new expansion we can gain 168 xp in 30 minutes (without the Pass), now it's 84 xp.
This stealth nerf is so bad that people need to know...

Its weird that they'd did this. Perhaps its a bug, there's been so many we wouldn't know.
I will say its quite easy to farm xp in mercs to be honest. Just leave it on and the xp will flow without any effort. No bots, no mods. Maybe that's largely why they did it.
Ok, maybe there is hope:
(Added 12/7) There is currently a bug reducing the intended experience
gain in the Mercenaries mode. The team is investigating the issue.
