I like this so much better than Thoughtsteal. You actually get to have a choice in what you're getting to thief. This is hands down awesome!
Thoughtsteal but more expensive and more reliable.
IDK how good it is but it could be fun.

Madame Lazul saw play, so why wouldn't this one?
The fact that its discover makes it a hell lot more consistent than Thoughtsteal ever can be. It does require you to play 3 mana do nothing but priest can often afford doing such things.
Being a shadow card means you can play it in aggro priest. Perhaps that's the reload that deck needs?
If Xerox Priest is going to work, it's because of this card. It also helps a ton with Murloc Holmes, but OMG what a headache. I hope the Deck Tracker devs add some kind of module to display the relevant known parts of the opponent's deck and hand in an easily readable way. Anyway, this gets 4 stars because it's pretty strong even outside that archetype.
Were Madame Lazul and Drakonid Operative any good? I don't remember, but if they were, this probably should be as well. Plus there's Mysterious Visitor so you can play your opponent's cards for 2 mana less than they can.
Alright this will be a very good card in thief priest, but also in non-thief priest decks. I think some of the control priest decks might include this as a value option and in order to scout out what kind of deck their opponent is playing. Also it gives information about your opponents hand which is often quite decent.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
Ok, it's a better Thoughtsteal just for the discover mechanic, you can alway select the cards that benefit you the most
Well, Drakonid was great, but mostly because of its sheer body size and because dragon priest was overall viable in Standard. I think here the perk is mostly having a choice instead of copying random stuff.

I like that you discover twice, I had originally parsed it as copying something that was both in hand and deck at the same time.

Choosing two cards for 3 mana seems like quite a strong option.
