Hard removal for pally/shaman? No. Does 12 damage to face over 2 turns, now that's a card to respect.
In fact, this card is practically Doomhammer for paladin, abusable with Feast and Famine and For Quel'Thalas!. I doubt it'll actually make a deck, but if you want it its entirely possible.
The cost is the only problem here. But even without the aforementioned combo, this thing is still doing 12 damage over two turns, and for a class that often struggle with doing direct damage to close out the game, it might actually see play.
Well this card LOOKS like it's designed for removing minions and fighting for board. In reality "Hehe me go FACE".
Paladin has a bunch of ways to give their hero attack with cards like Feast and Famine and For Quel'Thalas!, so they can abuse this card for lots of FACE Damage. Paladin also doesn't have that many ways of damaging FACE without minions, so they might just run this as a way to end games after they lose their board control.
Shaman might also experiment with it, but probably not. Last time Doomhammer saw play was mostly during Forged in the Barrens, maybe a little bit in stormwind due to the fact that Doomhammer had a lot of support. I'm not sure if a Doomhammer that costs 1 more mana will see play in shaman these days.... Unless they get more support for it.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
