No quests left - three slots for today
If I recall correctly the previous launches, it's never more than 2 new quests on D day.
1 legendary quest prompting you to play standard for pack(s) plus your usual daily one.
''Occasionally'' an extra-extra quest to earn a rogue skin ...
I'll have 2 slots available, if not all 3.
I'm leaving 3 just to be safe, no real reason not to right? The 10gp you could maybe save later doesn't seem worth the risk imo.
I actually thought about this today. Wanted to play safe, so I completed all my quests. I think it's safe to have 1 slot open, but make sure you also complete the new quest that is coming today before the expansion goes live too.

Only need two slots open. I wish that wasn't an issue, they really shouldn't make you forfeit a daily because they are too lazy to display special quests some other way.

Well i always try to have all 3 available as soon as an expansion hits so my answer is 3 :)
