Rainbow will be banking on this card to be good because I dont think it can function if it doesn't.
Basically that one card you need to stabilize, because rainbow dont tend to keep tempo very well. Really dont like the frost run requirement here, because it might actually just end up making this card never see play despite its power level.
If the archetype works, you'll probably have plenty of plagues in your opponent's deck, so destroying one for a board clear should be absolutely fine. I guess they were thinking UUF for the deck or something.
If the plague package works in Rainbow DK, then this will be quite a powerful card. This also gives Rainbow DK a board clear, which is nice against aggro.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
