Its basically powercrept Unwilling Sacrifice, and a very powercrept one. Imagine that that card is 3 mana without any ability to choose and this one allows you to choose and cost 2 mana less.
Will it see play? I think it might. There's plenty of ways to trigger deathrattle but not much that also deals with board for you.
1 mana to maybe kill a big threat, and all you need to do is sacrifice something like an imp token? Yeah, that sounds pretty good.
I think this will see a LOT of play. Why? 1 mana destroy one of your random minions, and destroy your opponents TITAN seems pretty good to me. This is basically a 1 minion Plague of Flames except you can target the minions, which seems really good to me.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
