With spell damage, this card can be a beast, and I suspect its the finisher to all that effort in playing all the spell schools.
But its really not a good card outside of that. In terms of net mana to damage, even Frozen Touch is the better option. You'd respect it for the double spell damage effect, and as a combo piece, nothing else.
This might be good for playing even more schools than Discovery of Magic offers you. I would assume you would pretty much always forge this to get the 6 damage and two random spells.
This seems pretty nice. Dealing some damage is nice, and it generates some spells which you can re-cast with Grand Magister Rommath. Seems like a decent spell.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
