I like the flavor, and this will definitely make some memes, but I don't see running this in any competitive deck. You really don't want to risk burning your own stuff.
Flavorful but worthless.
You'll never rely on this card to do the works of disruption and even worse still it has an even chance of screwing you over.
Aside from an incoming shit achievement that's very nearly bound to happen, it'll never see any play.
I'm going to guess that it will be too hard to create a deck loaded with enough high-cost cards to make this worth the risk to use it to destroy your opponent's cards.
