Why is no one playing Lucian/Senna?

Not sure why no one seems to be playing this deck right now! It's insanely aggressive, insanely fast, and INSANELY fun! Highly recommend it for laddering pre-platinum! Pretty positive this is much better than the Noxus & PiltoverZaun aggro decks floating around!

Anyone have any suggestions for changes to make to this? I'm super up-in-the-air with adding more followers or not since the Chain Vests and Radiant Strike's are SO good for early game field control.

It does feel great to benefit from the deaths of your own units, and it can be super frustrating to play against.
Dawnspeakers is an odd choice for a deck so light on minions. Maybe instead you should have a couple of Elusives since you don't have a ton of ways to deal with those.
It looks like you're relying heavily on Zed for your deaths--how consistent is that? If not very: you might want to consider Silent Shadowseer.
I think Vanguard Redeemer is must-have. If you're getting consistent ally deaths it should be a 3/3 plus draw for 3 mana; if you're not getting consistent deaths, you probably want to retool your deck until you are as its so critical for Lucian.
Finally, Silverwing Vanguard might be worth consideration. You don't have any hand/deck buff, but the fact that there's 2 of them plus you can get some interesting interactions (e.g., snipe a troublesome elusive, or if there's a single big blocker that would kill your Lucian you can use them to chain-challenge it).
Personally very skeptical about including Chain Vest in any list. Seems like a very inefficient card in a deck lacking a draw engine. I also wouldn't be running Detain, personally, as the deck is horribly vulnerable to removal as it is - doubling down seems odd.

+ to the point about Chain Vest. The only deck I can imagine where it's not just a very specific tech card would be a Crimson deck, but since that means running Noxus/Freljord, it's a pretty unattractive option across the board.
+1 to running Silent Shadowseer and Vanguard Redeemer since you need things to die to level up Lucian and card draw is always good.
I could imagine running one or two copies of Dawn and Dusk as a top end to make a buffed Lucian, Zed, or Senna, Sentinel of Light a game ending attack.
Given that you're running Ionia, and that the deck is aggro, I would expect Rush to be better than Radiant Strike most of the time. It's slightly worse on your champions, but the extra +1 HP probably isn't doing much in that case anyway, and the value of having a follower walk away from a block entirely unscathed seems much higher.
I'd also probably consider Vanguard Bannerman over Dawnspeakers. As mentioned above, you don't have a lot of units, most of them are units you want to stick to the board for a turn or two at least anyway. So you're probably not getting that to trigger more than once or twice before you've either won or run out of steam. Given how much Demacia you have in the deck, it seems better to instead run a unit with a relevant body that buffs on play rather than end of round (and conveniently comes down on curve right after your champions).
Lucian/Sena is actually quite good and i've seem it quite often as a rogue deck at high ranks to counter Ionian decks.
Its very weak vs Ez and Shadow Island control thou.
