Getting the individual set blocks let you fill out the individual sets, while the YOD packs will fill in that what you're missing. With the duplicate restrictions in place, you can think of them as "wildcards".
Opening the YOD packs last would be better, I think, since you'd get more out of the duplicate protection that way.
Gonna pass on this one even though it's a really good deal. I'm only missing a couple of cards from those sets, and I could just easily craft them if I ever really needed them.

Will we get a random legendary in the first 10 YoD pack?? The rule applies, right. Considering to buy this..
I pulled Waxadred from within the first ten packs of the YoD set, so hopefully that means yes.
It should, unless they changed something alongside the new no duplicate rule. If you do decide to get it, report back, so we know! :)
I like it when they do this. I think it helps people that are returning to the game and new players to help build up cards that will be used in standard for the next year.
not a bad deal, probably good for new or returning players.
Pretty pointless for anyone else though since we should have most of the cards we want thanks to the dupe protection rule.
At least they didn't hide a skin behind this one.

i dont think its random, its because of the Twitch Event going on now. plus we 2 weeks into the HS year, so its a nice throwback specially cause year of the dragon exp are still gonna be standard for one more year
