Do their effect count for puffcaps? They are technically spells. They just have lingering effects that could last long after the Funsmith or Keg is gone.

It doesn't. Poison Puffcap is the only "Trap" effect in the game currently and no other card boosts its damage.
Coming from MTG I always thought these cards are quite confusing. You should think that for example Powder Monkey's ability is a skill. But turns out it isn't. I think skills are only abilities which use the stack (=cards you can see when you right click a card).
Skills have a special symbol of a yellow circle and always use the stack. All skills are considered fast spells and interact with anything that works with spells.
There is a card that boosts damage from shrooms the ship from Gangplank doubles every damage you your allies/skills whatever do so if you got that on the board and the opponent draws 3 schrooms they get 6 damage.
Have played a few games teemo/gangplank.
