Do they come at the start of maintenance or later? Always good to have some time before the patch is playable to read them thoroughly without feeling like you have to rush through.
Typically they are marked live at the same time we confirm the patch is available for play. Otherwise, people see the patch notes, log in, and get disappointed by lack of patch. :(
