Maybe I'm out of the loop but what are those green angelic wings???

Those wings are obtainable by completing all 24 Set Dungeons at the basic difficulty. The Dragon wings are for Mastering all 24 (completing the bonus objectives in each).

Any idea when the Final patch notes will be revealed?

Patch notes are released when the patch goes live.

Patch when?

Just to reiterate something I've mentioned in the blog comments:

While we typically patch on Tuesdays, dates can always shift if we run into technical issues during deployment preparations. This is why we do not provide hard release dates for any patch.

The intention, however, is still to patch prior to the launch of Season 5 on January 15. :)
