This change doesn't make sense to me. What was the point of linking in the first place? Was it only to transfer characters from ps3 -> xb1 / xb360 -> ps4? If so, why offer the incentive to link accounts as if we were doing Blizz a favor by linking?
It'd be nice to have some reasoning behind the change unless it was just too much of a resource drain.
A bit of clarity: as you mention, in the past it was possible to transfer between platforms across last and current gen. That won't be the case after April 26.
Many players won't see anything change, but anyone who switched console manufacturers when jumping up to current gen should get those saves transferred over.
