Is this so because people were only playing necro, and to encourage them to do the other stuff on the PTR? (challenge rifts / new zones)

The Necro will suffer some major changes in the upcoming PTR patches and people should be surprised? (sets / legendary items)
Mostly the latter. It's much easier for us to take down the class, make more sizable/substantial changes, and then put the class back up rather than end up with these weird, in-between phases where we have fixes or changes coming, but you're still playing without a bunch of context.
It mostly creates a cleaner Beta environment for testing, if that makes sense.
