"Necromancer Beta Test" will show up in your regional drop-down menu, where the PTR would normally be. We do also issue access in waves, so some people may get access in a later wave.
You may need to restart your Blizzard App if you've been granted access.

I always recommend opting-in. We'll add additional opt-ins throughout Beta on an as-needed basis, so it's never too late.
