From the starting of the event I still haven't found the goddamn Page 7! Is it just my bad luck? Are these pages random or do certain pages drop in certain locations?

the transmogs roll over to your new seasonal character as well, so you don't have to redo it. (butcher cleaver, helm transmog) the real question is: are those permanent?!

Yes! Any transmogs you earn are yours to keep going forward. :)
