Wild Sets and Card Pack Changes Now Live

Do the pack changes require a client update, or was it patched in during a previous patch and just activated?

Or is this a server side change with no client update required?

I'm sorry, this is probably a really stupid question that's already been answered...but does the "legendary in first 10-packs" work on the old sets now? Meaning, if I go open 10 whispers of the old gods packs right now, will there be a legendary in it?

On a serious note: YES! Card pack opening updates are now live! Keep in mind that if you've opened any packs of a Set, then you won't benefit from the Legendary-in-10. Crafting cards in a set shouldn't prevent it from occurring though.

Yes. As written in the blog post:

We have some good news! All card pack changes that were mentioned in this blog are NOW LIVE! We decided to have this feature go live as soon as possible so you could continue to flesh out your collection before Knights of the Frozen Throne goes live.

Does the free C'Thun count as the "1 legendary in your first 10 packs"? Technically it wasn't IN a pack, and I've only ever opened one wotog pack.

Because C'Thun isn't received in a pack (it's received when you acquire Whispers of the Old Gods card packs) it doesn't count.

Don't open packs yet the pity timers are still fucked

Any word on the issue causing players to open less legendaries bug? I don't want to touch these packs if that's still active.

We have identified and resolved this issue for the small number of players that were affected. Impacted players will receive an email regarding the resolution plan. Please ensure that emails from blizzard.com do not end up in your spam folder!
