      There’s been a bit of discussion recently around which group of players the team balances around. Do we balance around the high-skill but relatively small group of players at high legend, or do we make changes for the overall playerbase?

        The answer is it depends. Would like to keep in mind here that most changes are not made for one group or the other, but are made for both – very often the top-legend meta and the meta outside it are similar, with top-legend being a few days/weeks ahead in terms of refinement.

          But what happens in the instances when they diverge? (Recent examples – Garrote Rogue skewed much more heavily into high Legend, Pirate Warrior skewed the opposite way.) Currently, we view these changes first and foremost through different lenses.

            When we consider changes to high legend, they are primarily balance focused, similar to our changes aimed at both groups. Some example questions asked – ‘Is this enough to bring the deck back in line power-wise? What do we expect to see happen in the meta after these go live?

              Decks outside of high legend that don’t appear as power outliers are mostly viewed through the lens/question of – ‘Will adjusting power here make the game significantly more fun for the average player?' If the answer to this is yes, that is a good reason to consider making
