social systems question - we know that a Panopticon Effect can change behavior when people believe they may be observed. But at the same time, using that effect intentionally is coercive/carceral. Is there a way to reconcile the good that such an effect can produce w/ the means?

put another way - is the carceral nature of the panopticon the active component, or could a similar effect be produced with a reframing of the system? How can we make people feel accountable *to their community* instead of accountable to some unseen eye in the sky?
