      @bonanzaaGP We didnt want both of the key cards of the Hero Power deck to be the hardest non-legendary rarity to get. Its the same reason why Lightshow is Rare - its definitely an Epic-level textbox, but it serves more players if the keystone of your deck is easier to acquire

          @bonanzaaGP Its most often about complexity and ease of understanding, but thats not always the ONLY factor in determining rarity.
