What if you could pick the 2nd heroic at level 20? What heroes would benefit more?

I was thinking this last time I played with brightwing and was strugging to chose an heroic:

"Man it would be great if I could pick up emerald wind with blink heal, even if it were at 20".

And it got me thinking: what other heroes would benefit a lot from having both heroics, even if only at level 20?

ETC, Muradin and TLV comes to mind immediately but there are probably others that would benefit more. What else can you think of?
