Hey there, Americas region went live at 1900UTC. Asia and China will be around 2200UTC and Europe will be around 0000UTC.
The reason for this is to deliver bug fix patches off peak. For major content releases, we do them at the same time so regions don't have to wait to play (or play on a different region with bad ping.)
