Serious question, why the 21 tick severs?
I'm finding it hard to believe that they can't upgrade these servers and I DOUBT they don't have the money for it coughlootboxescough. I'm on console btw if that makes any difference, this is a legit question that I've been asking myself on a daily

All (PC and Console) Overwatch servers are 60Hz and have been since late 2016. If you have a more specific issue please post some detail and we can try to help. Cheers.
