Except for the people who were soloing heroic content they wouldn't have been able to if it was working as intended.

Right, because every Paladin immediately went and solo'ed H-Rag and half of Dragon Soul. Except they didn't, because no amount of DPS is going to make that possible. The only heroic content that was soloed was T11 and maybe one or two of the earlier fights in Firelands -- and none of that actually matters, because killing that stuff doesn't give you any advantage over anyone who's raiding relevant content.

Except if you're using it because it's bugged, as is the case in people who went to content they normally wouldn't be able to solo and soloed.

Nobody was using Seal of Truth "because it's bugged".

They were using it because that's how you play a Paladin.
