The thing was he was at maybe 140k health when he casted it. LoH is such a powerful cooldown that it shouldn't be wasted like that.
Uh, 7 minutes. I can use it once every boss fight, twice on some raid bosses if I use it early.
EDIT: Not defending the guy in the OP, it's just a pretty common thing. I use LoH, healer goes "wtf I totally had you."
I will never understand why healers take offense when I use lay on hands.
