New Expansion: Monuments of Power
Monuments of Power features 40 collectible cards, including 3 champions—Shyvana, Soraka, and Tahm Kench—as well as a variety of new features and content across the game. The expansion also features a brand new card type—Landmarks—that represent powerful locations in Runeterra and boast unique, game-changing abilities.
Monuments of Power is part of the Call of the Mountain set, with one more expansion to follow in December. By the time the third expansion is released and the Call of the Mountain set is complete, all regions (including Targon) will have an equal share of champions and near-equal share of other cards.
We’ve revealed the cards of Monuments of Power on LoR’s social channels over the last few weeks, but starting today we've made the card data available through the Riot Games API, so look for them to show up soon on your favorite community sites!
Seasonal Tournaments
As lead developers Jeff Jew and Andrew Yip previewed at the start of spoiler season for Monuments of Power, this expansion also marks the debut of Seasonal Tournaments—look for a dedicated video and FAQ at 9 AM PT on October 15th.
Region Road Updates
The Region Roads for Targon, Bilgewater, and Demacia have been extended so you can pursue all the new Champions and cards in Monuments of Power.
- Targon road extended from 20 to 25 levels.
- Players can now obtain the free Targon regional card back by reaching the end of the Targon road.
- Bilgewater and Demacia roads extended from 25 to 29 levels.
- The new levels for these regions will only drop Call of the Mountain cards (both expansions), until you unlock them all.
- The road levels added to Freljord and Shadow Isles last expansion (25-29) are no longer anchored to Call of the Mountain cards (i.e., they can now drop anything).
Card Updates
With the upcoming debut of Seasonal Tournaments, we’re expecting to slightly evolve our existing approach to Live Design. Generally, we aim to promote metagame diversity with a greater emphasis on buffs than nerfs; while this philosophy will remain intact, we plan to be a bit more careful about maintaining stability in the metagame, especially as we approach the end of each season.
In terms of cadence, we plan to continue making the most (and most impactful) balance changes midway between expansions, with more limited (usually numbers-based) adjustments made at the same time we release expansions. That said, we’ll still occasionally make changes outside of our usual monthly cadence —for example, in Patch 1.13 we’re planning to make some adjustments to Lee Sin. Our changes for Patch 1.14 (one month from now) are still coming together, but I can say we’re planning to focus heavily on Champions to make sure they’re in a good spot leading up to the end of the Monuments of Power season.

As we previewed in the last edition of the patch notes, we’ve continued to evaluate Hush over time and listen to your feedback on the card. We want Targon to retain its unique strength of being able to silence champions, and for Hush to remain a powerful tool for Targon decks. At the same time, Hush’s repeatable aspect too often prevented effective counterplay while also giving it significant flexibility as a wide defensive tool (a capability that isn’t intended as a regional strength for Targon).To resolve these issues, we’re removing Hush’s repeatable aspect while reducing its cost, which should better focus the card on its core intended function.

Note: This no longer refills your spell mana.
The ability to refill your spell mana (even if you had none) in addition to your mana gems gave Living Legends overly swingy top-end potential. Together with the lack of a Behold requirement, this too often made Living Legends almost strictly superior to other expensive Celestials. With this change, we want to preserve the card’s potential alongside Aurelion Sol while reducing its general power and flexibility.
Labs
We’re experimenting with a quicker rotation for Labs in Patch 1.12. During the first week after the expansion drops, you’ll get to try out decks built around the new Landmarks from Monuments of Power. The following week, an old favourite returns with a few tweaks!
A Landmark Occasion (Week 1)
Choose from a selection of six decks, each showcasing one of the brand new Landmark cards from Monuments of Power and filled with new cards to support it.
- Howling Abyss: Venture to the hallowed Howling Abyss, and fight alongside its legendary champions.
- Noxkraya Arena: Combine the cold of the Freljord and the strength of Noxus to tackle your frostbitten foes.
- Slaughter Docks: Toss your deck and reap the rewards.
- Star Spring: Devour your enemies and heal up your wounded allies.
- University of Piltover: Heimerdinger's preferred deck, now with lots of variables. For science!
- Vaults of Helia: Sacrifice units to grow in power.
ARAM (Week 2)
Our first Lab is back with a few changes! Rather than building a deck, choose from a mulligan full of champion cards to compose your opening hand and your deck. Champions from the newest expansions have joined the fray, and some especially dead draws have been removed from the card pool.

Expeditions
For Monuments of Power we’re adding four new archetypes to the Expeditions pool, featuring the new champions, Landmarks and strategies highlighting this expansion.
- Four new Monuments of Power archetypes added to the Expeditions draft pool.
- Dragon’s Descent: Dragon-based archetype led by Shyvana and Aurelion Sol.
- Mending Touch: healing-focused archetype with Soraka and Tahm Kench.
- Fists of the Dragon: Lee Sin + Shyvana bonus archetype with a Dragon thematic.
- Blood on the Ice: Darius + Ashe bonus archetype featuring Noxkraya Arena.
- Monuments of Power archetypes will temporarily be three times as likely as they would otherwise be to appear in the initial Champion Picks. We’ll even out these chances in a later patch.
- Cards from Monuments of Power have been added to various appropriate archetypes.
- NOTE: Active Expeditions will not roll over into Monuments of Power, and players will be forced to retire any active runs. Active trials (not those mid-draft!) will be compensated normally.
Ranked Rewards & New Season
Monuments of Power brings with it a new ranked season, as well as ranked reward icons for last season based on the highest tier you reached.
- Ranked will be disabled from 9 AM PT to 11 AM PT on October 14 to prepare for the new season.
- Ranked reward icons for the last season will be distributed with the patch.
- Ranks will be partially reset for the new season:
- Master accounts will drop 8 divisions.
- Diamond and Platinum accounts will drop 750LP (7 divisions + 50LP).
- Gold and Silver accounts will drop 675LP (6 divisions + 75LP).
- Bronze and Iron accounts will reset to Iron IV.

Where is the Lee-Sin nerf?
Steven Rubin previously tweeted something about how the latency between when they decide to commit a change and when it actually makes it into a patch is something like 2 weeks; it's likely they didn't have a chance to respond in time for it to be incorporated into this one.
Genevieve Elmheart is my favorite non-Champion card; wish she didn't need nerfing, but I understand.
