A little over a week ago, Grand Theft Auto: Vice City was playable entirely in your browser, with some caveats.
We had expected that it wouldn't last very long, and that seems to be exactly what has happened as DOS Zone has taken down the game. If you go to the game's page on DOS Zone, you won't find the game but instead an e-mail from EBRAND, writing on behalf of Take-Two interactive, requesting that the managers of DOS Zone to take the game down.

As unfortunate as it sounds to admit this, this move makes sense from the perspective of Take Two as it still sells copies of Vice City via the Definitive Edition, and this hasn't stopped people from hosting the game on GitHub, although Take Two may start going after them too if they can.
