I think it's going to be good. Contrast with Fury of the North (1 less mana for +1/+1 stats, but its temporary) and Take Heart (2 less mana, same stats but can only target damaged allies).
Probably an auto include in Taric decks.
Versatile buff spell, with burst speed.
Not sure, but I think I would be quite willing to pay 2 mana to remove the restriction from Take Heart.
I'm just so glad to get another region with decent buffs!
