I think I found out why Bandle City was the only region that had multi-region cards in them.

It's a bit unclear what counts as "equipped" because Riot has confirmed that Sharesies work on Attach units even though it explicitly states equipped ally. Can't tell if typo or if Jax counts Attach units as well. In which case, Papercraft Dragon should probably be in this deck.
