I call this a unit based control deck, where you aim to wipe the enemy board not with spells, but with units.
The deck will look to close the game out by turn 7/8, by making it difficult for your opponent to develop.
Instead of giving Lee Sin overwhelm, we aim to Dragon's Rage the opponent multiple times in one round. This is achieved with the card Cataclysm.
Not being in Targon creates some difficulties since we do not have access to cheap spells like gems, but that is where two underutilized cards such as Radiant Strike and Rush come in handy. These are great to put on Lee Sin and Rivershaper to keep him alive. The ability to use a 1 mana spell to give Lee Sin challenger, allows you to still have 2 mana for nopeify when you summon Jarvan IV on attack.

Are you sure you can level lee sin for turn 7-8?
Honestly, no. The lack of Targon support will make it hard. I'm thinking about getting rid of Golden Aegis since Cataclysm will allow you to Dragon's Rage multiple times a turn. Especially if you have Jarvan leveled and get one every turn. I might consider adding another Sonic Wave(gives 2 spell triggers for Lee Sin) and another unit to help Jarvan's level up.
