Is it just me or does it seem like "Finish an Arena run with 4 or more wins." and "Finish in Top 2 in Battlegrounds." has a much higher chance to appear?
This is my third time rerolling those today and the third time they've rerolled into each other.

Could be, who knows, my faith in Blizzard is negative atm, they might just do that to push people into spending money in buying arena tickets/battleground perks.
Haven't seen that Battlegrounds quest yet so I doubt it. The Arena one I've had two weeks in a row, but been lucky enough to reroll it into something better.
I do dislike the idea of "reach this result"-type of quests though, they can get incredibly tilting when RNG decides you're not completing them. Not to mention that the Arena one requires paying gold...
I hate getting these quests as I don't play arena or BGs.
I with they had a an option in the settings.
Something like:
So the above sample, the bullet points will be tick boxes. When a box is not ticked, the quest related to that game mode would not spawn. So BG player will unlikely get ranked quests, and a ranked player will unlikely get BG quests.
I would be happy with the ability to reroll each quest a single time a day instead of one a day. Other games with this system have this paladins for instance.

I've had the BG quest once, and re-rolled it into something easier to complete. I haven't seen the Arena one at all. Most of my weekly quests have been super easy, so this seems like probably just bad luck.
I'm fine with quest diversity, but I'm not fine with the Arena one.
I play every single game mode, except Arena or Ranked Duels, because they are making me pay 150 (now really hard earned) gold, to give me a little bit of XP and the CHANCE of rewards? On top of that, you need to win 4 games? Which is like, RNG dependant, time consuming, and a lot of effort for an average player who just wants to have fun and not have his mind like "If I don't win the next one I just wasted 150 gold and have to invest 150 extra, so I got to put my mind 110% in the game."

Never saw the BGs one. Seems easier to.achieve than the arena run tho

On serious note, I never reroll quest until it´s 800XP, which I got only few times so far. I´d definitelly reroll the Arena one for sure tho.

I got the Arena quest this week and luckily re-rolled it into something more achievable. I have a total of two Arena runs in my multi-year HS career with more than 5 wins each, so I don't think I will risk the weekly XP on a format that I am not very good at!
I got the Arena quest this Monday, then rolled it into the Tavern Brawl/Duels/Battlegrounds one. Today, I rerolled again and got back the Arena quest. Fml.

To answer to OP, I don't think so, but it happened to me that I rerolled from 'finish top 2 in bg' to 'deal 2000 damage in bg', which is lame. Maybe they can optimize rerolls to not reroll into the same mode. Or better, when you reroll a bg quest (example), next bg one can't be rolled into for 3 days, so I can get what I want fast enough to start completing it.
Second point, I think that Arena quest is ok to exist. I play it often, and sometimes have an ongoing run when I get the quest, so it autocompletes when I finish (my tip is: if it's 4+, try to leave it active until new weekly spawn). And I even like to start a new run under "pressure" to finish the weekly, it makes me more concentrated and I enjoy giving my best, especially in Arena. It would be unfair for Arena players to entirely remove it, since there are quests for each other mode.
But considering it needs to be paid for and the rng nature of it, maybe the requirement should go down, probably to 3 wins, maybe even 2. Or go with the easier route, like 'deal X damage to heroes'.
I don't think there's anything wrong with making quests that try to drive players to different formats, particularly since you can reroll quests, but the Arena one is pretty messed up because Arena is never free. They should really create a Casual/Heroic split for Arena like they have for Duels so you can at least play the format without paying. I have to assume that Arena is so unpopular that they've decided not to invest at all in it, but at that point they probably shouldn't be trying to drive traffic toward that format.
Actually got round to thinking about this a little further; I think the real question is whether it is now time for BG and duels to exist on their own server, their own client, and therefore also their own progressions and rewards. Even arena seems a bit out of place compared to standard ranked play. This will resolve the quests issues entirely, as well as give non-ranked players quests that actually matter to them.
Maybe its going a bit too far to suggest partitioning now, but I do certainly think that those that prefer rank shouldn't be given quests that don't matter to them, and vice versa to those that prefer non-rank modes.
I wouldn't hold my breath on this - there's really zero incentive to split the games (probably ever).
Hearthstone is F2P, so Blizzard wants to drive high player engagement (obviously - in every F2P game, the more engagement you get out of any given player, the more likely that player is to feel invested enough to pay for something in game). These quests work as nudges from a behavioral economics standpoint. You can opt out of them by re-rolling if you really don't like them, but they might nudge players toward trying out formats that they wouldn't otherwise consider. That can be mutually beneficial; for players who find a format they like as much or more than ladder, they have more fun, and for Blizzard they get higher engagement from the player in question.
Quick side note, I believe this engagement issue is why Hearthstone has invested so much in new game modes and why there's yet another new game mode coming soon. The Arena "draft mode" for Hearthstone has always been terrible compared to other CCGs, and the various Auto-Chess games out there were stealing away players from the traditional "competitive, turn-based strategy game" market that CCGs exist in. Duels basically solves the "draft mode" problem (leaving Arena limping along), so it should be interesting to see what the next new format is.
I wouldn't disagree. It wouldn't exactly be rocket science to figure out why the non-ranked quests are almost exclusively weeklies. That doesn't make it any less annoying. Just hoping they would realize that incentivizing players to try other stuff is positive; but there's always that thin line where the carrot is dangled up high enough that the experience becomes a mess of frustration. They demonstrated a lack of understanding of this when 'Finish an arena run with 4 or more wins.' was added into the pool of weekly quests, which is honestly scary.
Its funny that you bring up arena as a terrible mode, and its sister duels to be the superior of the two. I personally find the arena style of play more suitable as a game mode, and its more engaging too, since no drafts are ever exactly the same and is somewhat more skill reliant. Duels suffer from this slightly, being more predictable at the start, progressively being more luck reliant than skill as specific treasures offerings start offsetting skill as the main determinant of wins. All arena really needed is a casual mode, where you can play infinitely at your leisure. But since arena isn't limited by card collection or any bs requirements for treasures and hero powers, and therefore having almost no potential for profits, I'm definitely not holding any breath on a casual mode being implemented (however easy it may be to do) anytime soon.
Its precisely the efficiency of its economics that makes me shudder whenever I get reminded of upcoming 'new game modes'.
