OMG, another stupid and useless legendary card... You guys are definitely devaluing the concept of legendary cards by leaps and bounds...
My suggestion:
(or even changing the Battlecry for Start of Game)
I think making every legendary have some game altering effect devalues the concept of legendary cards. they're supposed to be interesting, not always amazing.

Do you play River Crocolisk in all of your decks because it's a very strong card? No? Then it's not power creep.

Yeah at least there's some fun highrolly plays you could do with it. This card doesn't feel like it will be good in any standard deck. Why not just run Sphere of Sapience instead of putting a bunch of trash tradeable cards in your deck?

Tradeable cards are situational cards wich are less powerful than others. You dont want to create a tradeable archetype deck, thats a non-sense. And this legendary wont be good in a deck with only few tradeable cards, so this legendary is totaly useless.
I suspect at least one class is going to be pushed towards a genuine 'tradeable' archetype and therefore would have enough to seriously consider running this. That's most likely going to be rogue, who they've been really quiet about so far, and tradeable naturally lines up with rogue mechanics and theme (draw, combo enablers, greed/coins->commerce->trade).
Its certainly a card for control and combo decks. I just don't think midrange even needs something like this, because most of the time this is just a 2/3 crocolisk because there's no chance any tempo deck can hold on to this + tradeable cards just so they can discover a card from their deck.
But scary it can be in the right deck, like lifesteal dhunter. There's so many scenarios where you'd just win the game on turn 7 if you get the god hand and this card adds more consistency to that.
Outside of that, Im sure this is just not very good.
This card alone makes running every single tradable card available as a consideration since they turn into 1 mana discover a card from your deck, which is insane.
Also if you discover a tradeable you get a reroll. Should make it able to find a specific card if you look for it. Seems perfect for priestquest. 2 drop that later can find the shard
Tracking is far from being broken btw.
Yea but classes other than hunter salivate for a card like Tracking.
