Well, let's get back to the age-old question: Is giving draw to your opponent worth massive mana discount? Naturalize was once terrible then became broken. Meanwhile Flamewreathed Faceless was hyped to shit and then was just average. It is a Beast at least so maybe there's some shenanigans to be had with that.
I tried having fun once.
It was awful.
Silence priest.
What's the most powerful card in Hearthstone?

Silence and Mill?

As much as I hate it : Mill Archetype - it will find a way to use it reliably. They will make you choose between overdrawing cards, or letting a 7/7 rampage.
Druid may abuse this with naturalize and beast synergy shenanigan (which include tutoring, copying, and cost-reducing effect).
Rogue can leverage the deathrattle part. (It's even tutorable with Sketchy Information).
And as stated higher up : Silence list.
I think it will infuriate me, one way (aggro flagship) or another (mill list)...
Silence Priest's 5 mana 7/7, discard a Whispers of the Deep, deal 7 damage to random minions.

So, this is mainly for Silence Priest, mainly because Blizzard (the COWARDS) were too scared of Banana Rogue and rotated out both King Mukla and Clockwork Automaton. Otherwise, we could have done some Sketchy stuff with this minion, and it would have been glorious. I'm so mad right now.
And yeah, whatever, SIlence Priest yay. At least I was right that we'd get a 4 mana 7/7 in Standard.

Good card for aggressive decks, and good card for a combo deck that can make it happen.
In fact this card will be more well known for its combo potential rather than as a 4 mana 7/7.
For the stats though, its just good. Your opponent draws 2 cards, but that's an afterthought. Card draw and hand advantage not being too crucial in hearthstone nowadays, but a 7/7 on 4 will always be relevant.
I love this card! 4 Mana 7/7 also brings back memories :)
But i like this for Silence Priest! Hell i like this for other decks too :)

Time to make shellfish warlock instead of owl warlock! This could do some real milling shenanigans and glad to see a 4 mana 7/7 back in Standard after so long

Silence and Mill decks will love this. Also let's be careful about Millock, because Tamsin's Phylactery can turn this into a scary combo, which might end up being played way faster than the OWLTK variant, because the main combo card here costs a lot less mana.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
Is this going to replace Flamewreathed Faceless for the 4 mana 7/7 memes? Is your opponent drawing 2 cards a bigger disadvantage than overload (2)? I'll guess the former is too established to be supplanted, and it could be an advantage in a mill deck. I don't see much support in Standard for a mill deck.
