This is a really interesting card, and I'm sure people who own Pip the Potent will love it, as your deck is going to contain lots of 1-drops, and some of those may become powerful Legendaries with this card, as long as you don't mind the stats. Things like Titans will still be pretty good as 1 mana 1/1s.

Having control over the transform pool makes it pretty good. Both Titan priest legendaries are also great targets for this. Probably nothing more than a meme, but can certainly lead to some whacky scenarios.
It is not going to be played a lot, but I am giving this 5 starts because of how fun this card can be. As a certain head would say... Random legendaries are always good!

My knee-jerk reaction to any card that says "random legendary" is to immediately give it one star, but this does add the benefit of keeping the original cost of the card you drew. So maybe you've got some 1-Drops in deck and you can change them into various Legendaries and sometimes those legendaries might be good. I imagine this in a low-curve Aggro Priest because I have a pretty good imagination and not because that kind of deck will ever exist.
I don't want to cure cancer; I want to turn people into dinosaurs.
It keeping the stats and Cost gives it some extra utility over other random Legendary cards, but they're still random Legendaries at the end of the day, so it's almost certainly going to be relegated to fun and nothing else.

Has high roll potential and isn't super understatted, not to mention the minion transformed not changing stats

Meme card, too much and too little RNG at the same time for my taste. One proc isn't going to get you very far and the pool is just too bad. I prefer Wishing Well which I can usually trigger multiple times which makes up for the inevitable low rolls.
I notice I am confused. Something I believe isn't true. How do I know what I think I know?

This is how thief Priest SHOULD have been, and it's been drawn out for this long.
Priest should have always had the random generation, but Rogue has been stealing the spotlight.
I for one hope to see more silly cards like this that let us experience cards we might not own.
A little too random for my taste, but cool concept regardless.
Well, I guess this would be best in a deck with mostly cheap minions. I'm not sure how well random Legendary minions will work out even then, but maybe this will work.
