The Battlecry feels too ineffectual as a board wipe, and seeing as how the Deathrattle counterracts said Battlecry I'm thinking it's a bit too risky to run unless the meta is very specifically heavy on 1 Toughness creatures.
I don't want to cure cancer; I want to turn people into dinosaurs.
Pack filler. There are very specific circumstances where this works well, but I'd never put that thing in a deck on purpose.

I suppose it might make it easier to kill some of your opponent's minions, though it affects your side too. And then your opponent could just play some minions with normal stats and kill it to get a free buff.
