This is probably too situational to be considered removal (as in attacking the targeted minion with your hero). Gain 4 Attack for 3 Mana isn't exactly efficient either. Combining the two makes it slightly better, but not crazy good (reducing Attack of the opponent's minion allows for a favorable trade with your stuff). Acceptable way to gain more Attack, but I'm not excited.
I notice I am confused. Something I believe isn't true. How do I know what I think I know?

This is... interesting. It's definitely not removal, but I can see a world where Naga DH runs this for extra burst damage or if they need to borrow some Attack to deal with an annoying minion. It's just cheap enough that it wouldn't break the bank to combo it with Going Down Swinging in Reno DH, so maybe it's got a home there as well.

I suppose this steals up to 4 Attack, making it even dumber if you target a small minion with it. And it gets the attack back next turn, so you'll want to be sure to kill it. Though it can also target friendly minions, so maybe using it on something that can't attack anyway because it was summoned that turn would be a viable strategy.
