nope, even if it can't go face, it still can control board, get buffs (lifesteal), etc. So in this case, they shouldn't give this minion a ridiculous amount of stats or effects.
Because you may get it from Witchy Lackey shenanigans and that would be an insane highroll that would cause a massive tempo swing for no reason.

It's weird that this is a card reveal, since filler is usually kept for the card dump after the final reveal stream. Maybe it had rush earlier and they dropped that late in development?
