Definitely increasing the power level of cards like Steam Surger and Flame Geyser with this Spellstone. I like it. It almost gives Mage a Miracle based playstyle similar to Rogue with Auctioneer.
Right, we also wanted it to not be good in the existing quest mage deck since it runs very few elementals. If people want to run it in quest mage then they need to add a few elementals and change up the deck.
Interesting, is it safe to assume that the final upgrade would be to give 3 random mage spells for 2 mana, so a discounted Cabalist's tome after playing 4 elementals?

Yes! 2 spells and 3 spells for the upgraded ones.
