Shouldn't cards like this just be classified as low power level tier pick? Isn't that a more graceful solution than excluding certain cards?
This is a good point. If you just look at power level, we could put them in a low tier, but we have 2 other factors. It feels bad to take one of these, either because you know it isn't active or because in the next couple picks it becomes inactive. And the second reason is because if they are just played as vanilla they don't add much fun gameplay to arena, like a spell or interesting battlecry would.
