Or is it just the one quest ("Play 100 cards") for 3 packs?

Onward to Uldum! – Leading up to the launch of the Saviors of Uldum solo adventure, join Elise Starseeker as she reunites the League of Explorers in a set of action-packed of Tavern Brawls. You’ll also earn incredible rewards along the way!

It sounds like the extra Tavern Brawl quests are tied to the solo content release and not the actual expansion release. We'll probably see those quests a few weeks from now.

This is correct, there are more quests coming leading into the solo adventure.
