No it summons a single 9/9 with both Taunt and Rush.

Well the Prime itself is a 9/9 that summons another 9/9 with either Taunt or Rush. If the Quest is active you still only get 2 9/9's, but the 2nd will have both Taunt and Rush. You don't get 3.

Oh yeah this is dumb as hell.
