Does Tier 1 generated by Ysera have limit?

For example, if I decide to stay on tier 1 to get 7 golden Red Whelp for fun or just stay alive long enough for top 4. What happens to the minion limit?

I'd imagine there wouldn't be a limit. Because there are only 2 tier 1 dragon, what would happen if you taken all of those out?

If you stay on tier 1 as Ysera and use your hero power when all the Dragonspawn Lieutenants and Red Whelps are already removed from the pool then you just won't get a dragon added to your shop.

The minion is taken from the pool, so you just wouldn't see anymore Red Whelps.
