I'm fine with it, even though I have two accounts at 14K+, a reset was needed for a long time. I didn't expect a full reset, new player experience isn't going to be great for the first week.
The internal rating in the back-end won't be reset so the matchmaking is still by skill even right after everyone's (external) rating goes to zero, thus new player experience won't be affected. Players with "higher skill" will likely gain more rating at the beginning.

Your public rating will not be negative any more. 0 will be the lowest possible.
