Rehgar's Rising Storm talent is hella bugged.

From the testing I've done, Rising Storm only does it's bonus damage IF it's self casted AND the very first damage tick hits a hero. It won't work on the totem or malf bot, even when the first damage tick hits a hero (tested on Arthas bot and target dummy). So, right now, it's basically a waste of a level 16 talent.

Not sure if this is new to this patch, but I haven't seen anything about it at all yet
